A fortnightly monitoring of tenders and funding in Italy for Brazilian start-ups and SMEs

Period: 17/10/2026 to 01/11/2026 Published: 01/11/2026 Previous edition: 16/10/2026

🔄 What has changed since the edition of 16/10/2026

The main news this fortnight is a gateway for space start-ups: ESA BIC Lazio, the European Space Agency incubator run by Lazio Innova, is taking applications until 18/11/2026 and offers 24 months of incubation in Rome and up to €60,000 in incentive funding (half from ESA, half from the Lazio Region). It is not direct access: the contract can only be signed with a company incorporated in Italy with an operating base in Lazio. The second piece of news comes from Italian public venture capital: CDP Venture Capital launched the Fondo Acceleratori II on 19/10, aimed at acceleration and pre-seed and seed investment; the first investment announced is the Z_One Fund, with a first close of more than €35 million alongside Lazio Innova and Zest. The third is a new ICE initiative in Brazil: a mission of Italian agricultural machinery companies from 23 to 29/11, with B2B meetings with Brazilian operators in São Paulo and the São Francisco Valley, organised for the first time on the Brazilian market. At European level, the EIC has announced information days on the 2027 opportunities for 19 and 20/11, but has not yet published next year's cut-off dates. No change to the rules: the Lombardy Region call remains open until 25/11, the EIC Accelerator keeps its 04/11 cut-off, and Brevetti+, Marchi+ and Disegni+ open on 25/11, 03/12 and 17/12, as scheduled.

  • All other initiatives in the 16/10 edition have closed: the ICE October agenda in Brazil (textile machinery seminar, Seafood Show Latin America, Sistema Moda mission).

🆕 New in this edition

  • ESA BIC Lazio: deadline 18/11/2026; up to €60,000 and 24 months of incubation for start-ups with a space connection; requires a company in Italy with a base in Lazio.

  • ICE, agricultural machinery mission: 23 to 29/11, with FederUnacoma; two legs, 7 to 15 Italian companies; registration extended; goes ahead only with the minimum number of registrations.

📂 Open opportunities in detail

1. Regione Lombardia, Sviluppo tecnologico delle startup innovative

Open until 25/11/2026, 15:00
Non-repayable grant, merit-based assessment with a ranking
€15,637,408.95, with €7m reserved for energy projects
80% of eligible expenditure
€1 million; €1.5 million with the project's operating base in an assisted area (art. 107.3.c TFEU)
Costs from €150,000 to €1.25 million (up to €1.875 million in assisted areas)
Decree no. 10622 of 04/08/2026; DGR no. 6218 of 25/05/2026
Who can apply
Small and micro enterprises registered for no more than 36 months, or up to 60 months if the solution is at TRL 6 or below. Companies not resident in Italy take part incorporated under the law of their own country and entered in the equivalent register, attaching supporting documents; they declare their intention to register in the innovative start-ups section of the Companies Register and to set up an operating base in Lombardy by the date of the first disbursement request. One application per applicant.
How to join
Applications only through the Lombardy Region's Bandi e Servizi platform, from 10:00 on 28/09 to 15:00 on 25/11/2026. An applicant resident abroad without an Italian operating base downloads the membership form generated by the system, signs it with a digital, qualified or advanced electronic signature and uploads it back to the platform. Selection by ranking, with formal review and technical assessment. Questions on submission and review: [email protected]; platform technical support: 800.131.151 and [email protected]. Application platform · Text of the call (Allegato A, PDF) · Official page of the measure
The Chamber's reading: this remains the opportunity to prioritise, a little over three weeks before the deadline, and the only one in the table with direct access for a Brazilian start-up with no prior Italian structure. Selection is on merit, not first come first served: the remaining time should go into the technical quality of the project and the translated Brazilian company documents.
Caveat: art. A.3, paragraph 3, excludes, among others, companies in agriculture, forestry and fishing (section A of ATECO 2025), as well as real estate and finance (except start-ups with technology solutions for finance, insurance and digital payments). Brazilian agtechs should check with Italian advisers how their activity is classified before applying. Approval requires the Italian structure to be set up before the first disbursement.

2. ESA BIC Lazio, the European Space Agency incubator in Rome 🆕 NEW

Next deadline: 18/11/2026, 23:59
Lazio Innova S.p.A., on behalf of ESA
Up to €60,000, in two equal parts: ESA and Lazio Region (Lazio ERDF Regional Programme 2021-2027)
Up to 24 months at Spazio Attivo Roma Tecnopolo, with office space, mentoring, technical support and legal and intellectual property advice
Committee of ESA BIC Lazio, ESA, ASI and experts, a few weeks after the deadline
Who can apply
Start-ups up to five years old with a genuine connection to the space sector (use of space technology or services, such as satellite communications, navigation or Earth observation, or technology that meets a need of the space sector). The call is aimed at start-ups in Italy or at individuals intending to set one up; more than half of the shares must be owned by the applying entrepreneurs. Individuals need a permanent work permit in Italy valid for the whole incubation period, and the contract is signed only with a legal entity. After a positive assessment, start-ups already incorporated must open at least one operating base in Lazio, if they do not already have one.
How to join
Download the templates from the Lazio Innova page (cover letter with checklist, business plan, incubation proposal, space connection assessment, draft incubation contract), fill them in and submit the application only through the ESA BIC Italy platform by 23:59 on 18/11/2026, with a digital copy of the passport. ESA BIC Lazio asks applicants not to apply to more than one ESA BIC at the same time. Questions: [email protected]. ESA BIC Lazio page and documents · ESA BIC Italy application platform
The Chamber's reading: relevant to Brazilian start-ups in geoinformation, satellite-based precision agriculture, environmental monitoring and telecommunications that already have, or are setting up, a company in Italy. For the others, combining the Italia Startup Visa (card 6) and Smart&Start (card 3) is the route to plan for future windows, as the call is permanent.
Caveat: the ESA share can only be spent in Italy. A Brazilian start-up without an Italian legal entity and without an Italian work permit for its founders cannot sign the incubation contract, even if it is selected.

3. Smart&Start Italia, Invitalia

Rolling, first come, first served
€100,000 to €1.5m
Zero-interest loan on 80% (90% for teams made up only of women or young people under 36, or with a PhD holder working abroad); 30% non-repayable for start-ups in Central and Southern Italy
Within 60 days, first come, first served, with an interview with Invitalia's experts
Who can apply
Innovative start-ups incorporated no more than 60 months ago and entered in the special section of the Companies Register; teams of foreign nationals with a Startup Visa; foreign companies that set up a base in Italy. Companies not yet incorporated apply through the project lead, who must be one of the future shareholders.
How to join
Applications only online through the Invitalia personal area, with business plan and annexes; an Italian digital identity (SPID, CNS or CIE), a digital signature and a certified e-mail address (PEC) are required. There is no deadline and no ranking; an electronic reference number is issued on submission. Foreign companies and companies not yet incorporated access the personal area with the same person who started the application. How to apply and manual · Incentive page
Suggested sequence: for those approved in Lombardy, the Italian company to be set up becomes eligible for Smart&Start; check the rules on combining aid for the same costs with Italian advisers.
Practical note: an Italian digital identity, a digital signature and a PEC address are prerequisites for submission and usually take weeks for non-residents of Italy; arrange them before drafting the plan.

6. Italia Startup Visa

Rolling

Programme committee at MIMIT
Who can apply
Non-EU entrepreneurs intending to set up an innovative start-up in Italy, with a simplified procedure for granting a self-employment visa.
How to join
Application to the programme committee, following the guidelines published by MIMIT; information at [email protected]. With the nulla osta, the visa application is made at the competent Italian consulate. Programmes page on the MIMIT website
Alternatives: Italia Startup Hub extends the same simplified route to non-EU citizens already legally resident in Italy, allowing them to convert their permit without leaving the country; the two-year Investor Visa for Italy is for those making a significant investment or philanthropic donation in strategic Italian assets ([email protected]).
Caveat: the programme's own portal was still under maintenance on 01/11/2026, and the MIMIT page was last updated in November 2023. Confirm the required documents, timescales and costs with the committee or the Italian consulate before preparing the application file.

7. CDP Venture Capital, National Accelerator Network and Fondo Acceleratori II

Calls by programme
Fondo Acceleratori II, launched on 19/10/2026, for acceleration and pre-seed and seed investment
Z_One Fund: first close above €35 million, with CDP Venture Capital, Lazio Innova and Zest (announced on 28/10/2026)
Vertical acceleration programmes of the National Accelerator Network, with their own calls
What it offers
Venture capital investment in early-stage start-ups, through acceleration programmes and partner funds, with possible follow-on in later rounds.
How to join
There is no direct application to the fund: start-ups apply to the calls published by each accelerator in the network or by the partner fund (such as the Z_One Fund), under the rules of each one; CDP Venture Capital also runs the "Applica ora" channel for start-ups. CDP Venture Capital press releases (Fondo Acceleratori II) · Fondo Acceleratori page · CDP Venture Capital Pitch platform
Caveat: the internal pages of the CDP Venture Capital website could not be read in this round (automated verification block on the site), so the figures for Fondo Acceleratori I and the FOF Internazionale have been removed. Base requirements for foreign start-ups are set out in each call and must be read programme by programme; as a rule, an Italian company vehicle is required.

8. SIMEST, Fondo 394 (Italian subsidiaries of Brazilian groups)

Rolling
Who can apply
Italian companies, including already incorporated Italian subsidiaries of Brazilian groups, according to the requirements of each subsidised internationalisation financing line.
How to join
Registration and application through the SIMEST Portal, with the documents required by the circular for each facility. SIMEST Portal · Soft loan facilities

Startups and SMEs from Member States or countries associated with Horizon Europe. According to the EIC, companies from third countries can relocate to become eligible, provided they do so before the full proposal (stage 2).
How to join
Step 1: short proposal on the Funding & Tenders Portal (12-page form, pitch deck of up to 10 slides and a video of up to 3 minutes with up to three team members), with a reply in about 4 to 6 weeks. Step 2: if approved, full proposal (20-page form, implementation plan, financial information, letters of intent and freedom-to-operate analysis) on one of the cut-off dates; online interview with the technical expert about 3 to 4 weeks later and result in 8 to 9 weeks. Step 3: interview with the EIC jury. Submission (HORIZON-EIC-2026-ACCELERATOR-01) · EIC Accelerator page
Planning: the 04/11 cut-off is realistic only for Brazilian start-ups that already have a European structure. For the others, the information days on 19 and 20/11 are the time to understand the 2027 rules and prepare the short proposal; the EIC has not yet published the 2027 cut-off dates or budget.

10. Horizon Europe, Work Programme 2026-2027

11. EU-Mercosur Interim Trade Agreement: public procurement chapter

In application since 01/05/2026
Interim Trade Agreement signed on 17/01/2026, published in OJ L 2026/184; chapter 12 and annexes
Since 01/05/2026 (notice in OJ L 2026/868)
Central government and, in some cases, sub-central entities and public undertakings, according to each party's annexes
What it offers
According to the European Commission, the chapter aims to ensure reciprocal and non-discriminatory access to EU and Mercosur public procurement markets and grants national treatment to locally established suppliers, goods and services: once the establishment criteria are met, governments cannot favour domestic operators. For a Brazilian company, it is the legal framework that makes tenders by Italian public bodies open to competition, within the covered contracts.
How to join
There is no application to the agreement. The company follows Italian and European tenders published on TED, checks in chapter 12 and the EU coverage annexes whether the contracting authority and the contract value are covered, and takes part in the procedure according to the notice. Text of the agreement, chapter 12 and annexes · Commission summary (Access2Markets) · Tenders published on TED
Caveat: the Commission's summary refers to national treatment for "locally established" suppliers. The exact conditions for a Brazilian supplier with no establishment in the EU, the covered entities and the thresholds must be checked in the text and with legal advice before each tender.

12. ICE São Paulo, Desk for Foreign Investment Attraction in Italy

Rolling
ICE Agenzia office in São Paulo
Guidance and support, not funding
Brazilian companies, funds and other investors
What it offers
Information and initial guidance on the Italian market, sectors, incentives and investment opportunities; scouting and sector analysis; assistance and follow-up as the project develops, involving the competent institutions in Italy; roadshows, events, B2B meetings and missions to Italy.
How to join
Direct contact with the Desk by e-mail ([email protected]; head: José Eduardo Poloni Ponce), describing the investment project in Italy. Desk page on the ICE website
The Chamber's reading: it is the Brazilian gateway to the Invest in Italy and Invitalia circuit. For members considering Lombardy, ESA BIC Lazio or Smart&Start, it is worth contacting the Desk before incorporating the Italian company.

13. ICE Agenzia, agenda of initiatives in Brazil

Nov. 2026
Mission of Italian companies to Brazilian production districts, agricultural machinery, 23 to 29/11/2026
FederUnacoma (Italian association of agricultural machinery manufacturers)
São Paulo and surrounding area (citrus and horticulture); São Francisco Valley (irrigated export fruit growing)
Two legs, chosen by the Italian company (€200 + VAT per leg; free for companies in the flood-hit areas of Calabria, Sardinia and Sicily); 7 to 15 companies, in order of registration
What it offers
For the first time on the Brazilian market, ICE is bringing Italian manufacturers of agricultural machinery and equipment to B2B meetings with Brazilian operators and company visits. The sectors listed include agricultural machinery, food and beverage processing machinery, dosing and packaging machinery, nurseries, seeds and fertilisers; the technologies of interest range from atomisers and plant-health monitoring to irrigation, fertigation and orchard tractors.
What is not for Brazilian companies
Registration for ICE initiatives is for Italian companies (for this mission, extended until 30/10 according to the circular, while the Brazil market listing shows 04/11). ICE calls for start-ups require registration in the Italian register: free participation in ICE group pavilions at trade fairs applies to start-ups and innovative SMEs entered in the Italian special section.
How to join
There is no application for Brazilian companies. Brazilian growers, cooperatives and distributors interested in meeting the Italian manufacturers on the mission should contact the ICE São Paulo office (Av. Paulista, 1963, 4th floor; [email protected]; +55 11 2148 7250), which organises the local programme. Agricultural machinery mission page · ICE agenda for the Brazilian market
The Chamber's reading: ICE does not fund Brazilian companies, but its initiatives bring to Brazil Italian companies that can become suppliers, commercial partners or shareholders, including with SIMEST support (cards 14 to 16). For members in São Paulo agribusiness and São Francisco Valley fruit growing, the week of 23 to 29/11 is a concrete window for contact. In the MyICE reserved-area databases checked on 01/11 (international funding, international tenders, preview of major projects and trade opportunities), Brazil has no recent entries: the funding listed for the country dates from 2010 to 2012, and there are no open tenders, major projects or requests from Brazilian operators.
Caveat: ICE makes the mission conditional on a minimum of 7 registrations and may cancel it if that number is not reached; check with the São Paulo office before scheduling meetings.

14. SIMEST, Equity Investments and Venture Capital

Case by case
49% of the planned capitalisation (SIMEST + VC)
Up to twice the SIMEST stake, and the total cannot exceed the Italian partners' share
Market terms; VC at the ECB rate + a spread by company size
Who can apply
Italian companies of any size investing abroad (including in Brazil) in production, commercial or highly innovative activities and requesting a direct SIMEST stake. The instrument applies only to direct investment abroad.
How to join
The Italian company asks SIMEST for the direct stake and, together with it, the venture capital stake, using the request form published on the page and the SIMEST Portal; the other terms are set when the operation is structured. The Brazilian company does not submit its own application. Page and request form · SIMEST Portal
For the Brazilian entrepreneur: the task is to find the Italian partner; the Italian State multiplies that partner's cheque.

There is no public form: SIMEST points to its Customer Care (800.020.030). Page and documents
Caveat: the instrument is designed for startups and innovative SMEs as defined in Italy. The page does not say whether a Brazilian startup with no Italian link is eligible: confirm with SIMEST before building any investment case.

16. SIMEST, Latin America Measure (Fondo 394)

In force
€ 500 million across subsidised finance and export credit
More than €80m in the capital of local companies and joint ventures
Reserve from €200 million; 6-year loan; non-repayable share of 20% (max. €200,000) for start-ups and innovative SMEs or those with an operating base in Southern Italy, 10% (max. €100,000) for the others

SIMEST office in São Paulo since 2024; memorandum with the Italian Chamber of Commerce in São Paulo (Sept. 2026)
Who can apply
Italian companies that intend to invest in Central or South America, that already have a stable presence, export to or source from the region, and their stable suppliers, under Circular 1/394/2025.
How to join
The Italian company applies through the SIMEST Portal (facility open since 16/09/2025, no closing date), with the documents required by the circular; approval depends on SIMEST's review, the availability of funds and the committee's decision. On the Brazilian side, the contact for projects with Italian partners is the SIMEST office in São Paulo. SIMEST Portal · Facility page and circular · SIMEST press release on Latin America
For the Brazilian entrepreneur: the facility finances capital increases and shareholder loans to subsidiaries. A joint venture with an Italian partner can thus receive Italian public funds without exporting to Italy.

17. CDP in Brazil: BNDES, Fundo Clima and Banco do Brasil

Under way
What it offers: CDP, BNDES and Fundo Clima
At COP30 in Belém, CDP signed with the Ministry of the Environment, BNDES, KfW and AFD a letter of intent for a joint initiative of up to €1 billion in sovereign loans to the National Fund on Climate Change (KfW €500 million; AFD €300 million; CDP €200 million), for mitigation and adaptation, with priority for the North and Northeast. CDP and BNDES also signed a memorandum to develop and finance green projects in Brazil (renewables, sustainable infrastructure, agribusiness, natural resource management), while supporting the internationalisation of Italian companies.
CDP, SACE and Banco do Brasil
€250 million from CDP with an 80% SACE guarantee, announced on 22/07/2025. Half (€125 million) goes to the areas of Rio Grande do Sul hit by the April 2024 floods; Banco do Brasil lends directly to local authorities and companies, including damaged SMEs, and expands its ESG portfolio (renewables, energy efficiency, low-impact construction, sustainable transport, social inclusion).
How to join
There is no CDP call. For credit, the Brazilian company or authority uses Banco do Brasil's credit lines, as the bank grants the loans directly. For the Fundo Clima, applications go to BNDES under the programme's lines (including Green Industry, Energy Transition, Green Services and Innovation, Green Machinery), directly or through the Fundo Clima Automático via financial agents; SMEs can use the BNDES MSME Channel (helpline 0800 702 6337). Fundo Clima at BNDES · CDP press release, COP30 and BNDES · CDP press release, Banco do Brasil · AFD press release with the split by bank
The Chamber's reading: neither is an instrument for early-stage start-ups. Credit via Banco do Brasil reaches Brazilian SMEs directly; the Fundo Clima, via BNDES, has lines open to companies of different sizes with transition projects.
Caveat: AFD expected the final agreements to be signed by September 2026, after each bank's due diligence. As of 01/11/2026, none of the official sources consulted had confirmed the signing of the CDP share.
